On March 27, 2026, the Federal Communications Commission released a Notice of Proposed Rulemaking (NPRM) to examine tightening FCC numbering rules and policies as a means of combatting illegal robocalling. The NPRM seeks public comments on several proposals, including:
- Expanding robocall certification and disclosure requirements currently required for interconnected VoIP providers seeking number blocks to all service providers receiving numbering resources from the North American Numbering Plan Administrator (NANPA), and to telecommunications resellers.
- Increasing wholesale number reporting requirements, to include more detailed information regarding “intermediate” numbers used in resale.
- Limiting the resale of numbering resources to “single level” telecommunications carriers providing service to end users. This would substantially restrict carrier and non-carrier service providers from access to NANPA numbers.
In his separate statement regarding the NPRM, FCC Chairman Carr emphasized that limiting access to telephone numbers may be an essential tool to combat robocallling: “Today's action supports our ongoing efforts to make it harder for bad actors to obtain numbering resources. After all, if bad actors can't get phone numbers, it's a lot harder to generate illegal robocalls.”
Comments on the NPRM are due thirty days after Federal Register publication.
